Ninth Circuit Workplace RelationsThe United States Courts for the Ninth Circuit is the first federal circuit in the nation to establish an Office of Workplace Relations, which officially opened on February 12, 2019, in the James R. Browning United States Courthouse in San Francisco, the circuit’s administrative headquarters.

The Office of Workplace Relations is led by Director of Workplace Relations Yohance Edwards, who joined the Ninth Circuit on January 7, 2019. He leads the circuit’s efforts to prevent and resolve workplace issues and is available to assist judges and staff throughout the circuit on EDR-related matters. He will be supported in those efforts by Workplace Relations Specialist Stella Huynh.

Establishing the Office of Workplace Relations and revising an Employment Dispute Resolution Policy that applies to workplace relations matters were foremost among the recommendations of the Ad Hoc Committee on Workplace Environment. The committee was appointed by Chief Judge Sidney R. Thomas of the U.S. Court of Appeals for the Ninth Circuit and chaired by Circuit Judge M. Margaret McKeown to conduct a comprehensive review of existing workplace practices and policies.

Maintaining a healthy and productive workplace for all employees will continue to be the highest priority for the Ninth Circuit and for the Office of Workplace Relations.
